Eight-wheeler wonders • In the late 1980s, the Conservative Government introduced Compulsive Competitive Tendering (CCT) Regulations under the Local Government Act of 1988. Local authorities, therefore, had to either put their waste collection services out to tender to the private sector or bid to operate the service in-house themselves.
